10 Dimensional points of Vision 2030 presented in Interim Budget 2019 and High budget for defense in India for maintaining higher order

Aims to become a $10 trillion economy in the next eight years with strong defense

• The Interim finance minister Piyush Goel presented a set of 10 points goals of vision 2030 in the interim budget 2030 with an aim of becoming $ 10 trillion economy. The budget also ensured a highest allocation for defense in India to maintain higher order in the global level.
• The focus on 10 key areas includes job creation, physical and social infrastructure building, pollution-free nation and clean rivers. The first dimension of this vision will be to build physical as well as social infrastructure for a USD 10-trillion economy and to provide ease of living.
• The Interim FM mentioned that “every family will have a roof over its head and will live in a healthy, clean and wholesome environment”. It will comprise of next-generation infrastructure of roads, railways, seaports, airports, urban transport, gas and electric transmission and inland waterways.
• The defense budget has been increased to more than Rs 3 lakh crore for the financial year 2019-20. The defense budget was increased by 6.87 per cent to Rs. 3.18 lakh crore against last year’s allocation of Rs. 2.98 lakh crore, not with standing expectations of a major hike when China and Pakistan were bolstering their military capabilities.

10 Dimensional points of Vision 2030

• Physical and social infrastructure: This will comprise of next generation infrastructure of roads, railways, seaports, airports, urban transport, gas and electric transmission and inland waterways worth of “ten trillion dollar economy”.
• Digital India: The digital Infrastructure and digital economy will be built upon the “successes achieved in recent years in digitization of Government processes and private transactions.”
• Clean and green India: India will lead the world in the transport revolution through electric vehicles and energy storage devices, bringing down import dependence and ensuring energy security for our people.
• Rural industrialization: The government is aiming to develope grass-roots level clusters, structures and mechanisms encompassing the MSMEs, village industries and start-ups spread across India.
• Clean rivers: Clean Rivers as one of the dimensions for Vision 2030, “with safe drinking water to all Indians, sustaining and nourishing life and efficient use of water in irrigation using micro-irrigation techniques.
• Oceans and coastline: The government is aiming to tap into the „Blue Economy‟ by scaling up the Sagarmala project to develope other inland waterways faster.
• Space: Space programs like Gaganyaan, launch-pad of satellites for the World and placing an Indian astronaut into space by 2022 reflect this dimension of the vision.
• Self-sufficiency in food production: The Centre aims to achieve self-sufficiency in food in an “organic way” using. “High farm production and productivity will be achieved through modern agricultural practices and value addition.
• Health: The government will be aiming to create a “healthy society” with an environment of health assurance and the support of health infrastructure. The aim is to work towards a “distress free health care and a functional, and comprehensive wellness system.
• Minimum government, maximum governance: The Centre is aiming to have a proactive and responsible bureaucracy which will be seen as friendly by the people, by 2030.

Higher Defense Budget in Interim Budget 2019

• The interim budget has announced Rs.3.5 lakh crore for defense of India for 2019 -20. The defense ministry said the total allocation of Rs. 3,18,931 crore in defense budget is an increase of 6.87 percent over revised estimate of Rs. 2,98,418 crore for 2018-19.
• Interim FM mentioned that, Our defense budget will be crossing Rs. 3,00,000 crore for the first time in 2019-20. For securing our borders and to maintain preparedness of the highest order, if necessary, additional funds would be provided.
• Institute of Defense Studies and Analysis of India claims that the defense budget is around 1.44 per cent of the GDP which, he called as “insufficient” considering the evolving security situation in India’s neighbourhood.
