Assam occupied the top slot in the ranking of best practices followed by states in Budget formulation, followed by Andhra Pradesh and Odisha, says a survey by Transparency International.
The survey is based on 4 parameters which include public disclosure, budgetary process, post budget fiscal management and efforts to make budget more transparent and citizen friendly. The states which figured lower in the ranking were Meghalaya, Manipur and Punjab. “Assam is the only state out of the 29 states and 2 UTs, which has published a Citizens Budget in the public domain. The Assam government is the only government that has conducted budget awareness campaigns across 17 districts,” Transparency International said in its report.

Foreign direct investment (FDI) into India has declined 11 per cent to USD 22.66 billion during April-September period of the current fiscal, according to commerce and industry ministry data. The foreign fund inflows during April-September 2017-18 stood at USD 25.35 billion. Key sectors that received maximum foreign investment during the first six months of the fiscal include services (USD 4.91 billion), computer software and hardware (USD 2.54 billion), telecommunications (USD 2.17 billion), trading (USD 2.14 billion), chemicals (USD 1.6 billion), and automobile industry (USD 1.59 billion).
Singapore was the largest source of FDI during April-September 2018-19 with USD 8.62 billion inflow, followed by Mauritius (USD 3.88 billion), the Netherlands (USD 2.31 billion), Japan (USD 1.88 billion), the US (USD 970 million), and UK (USD 845 million). FDI had increased at a five-year low growth of 3 per cent at USD 44.85 billion in 2017-18. A decline in foreign inflows could put pressure on the country’s balance of payments and may also impact the value of the rupee.

According to the WIPO, it has added a major global publishing center to the Treaty that promotes the increased worldwide availability of texts specially adapted for use by persons with visual or print impairments.
Contracting parties to the “Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled” adopt national law provisions that permit the production of books in accessible formats, such as braille, e-text, audio or large print, by organizations known as authorized entities that serve people who are print disabled. It also allows for the exchange of such accessible texts across national boundaries, all without requesting authorization from the copyright owner.
The Treaty was adopted on June 27, 2013, at a diplomatic conference organized by WIPO and hosted by the Kingdom of Morocco in Marrakesh. The treaty entered into force on September 30, 2016, three months after it gained the necessary 20 ratifications or accessions by WIPO members. India was the first country to ratify the Marrakesh Treaty to facilitate access to published works for persons who are blind, visually impaired, or otherwise print disabled on 30th June, 2014.
