• The Defence Acquisition Procedure (DAP) 2020 will be applicable with effect from October 1, 2020.
• The formulation of DAP 2020 has been done over more than one year, incorporating comments and suggestions from a wide spectrum of stakeholders as under.
• The procedure has been aligned with the government’s vision of creating Atmanirbhar Bharat and empowering the Indian domestic industry through the Make in India initiative with the ultimate aim of turning India into a global manufacturing hub.
• With the announcement of the new Foreign Direct Investment policy, DAP 2020 has adequately included provisions to encourage FDI to establish manufacturing hubs both for import substitution and exports while protecting the interests of the Indian domestic industry.

Key features

• The indigenous content of various categories has been increased by 10% to support the Make in India initiative.
• A new category called Buy (Global – Manufacturing in India) has been introduced. The product under this category will have a minimum of 50% indigenous content based on the total contract value.
• Another new category “leasing” has been introduced.
• The price variation clause is introduced. This applies to all cases where the total cost of the contract exceeds Rs 1,000 crore.
• Also, this new process provides a long-term product support that will be between three and five years after the completion of the warranty period.

What is the defense acquisition process?

• This includes procedures that must be followed by governmental entities during the procurement of defense goods.
• It is designed to simplify the defense procurement process and to achieve the objective of self-sufficiency.
• In addition, the process aims to promote indigenous design and manufacturing of defense weapons in a time bound manner.
• The first defense acquisition process was promulgated in 2002. Since then it has been revised several times to give momentum to domestic industries and achieve self-sufficiency.

The National Medicinal Plants Board (NMPB), Ministry of AYUSH has signed an MoU with the major AYUSH and Herbal industry bodies to promote medicinal plant cultivation. Through this, Ministry of AYUSH would provide the sustainable supply of quality raw material to AYUSH, Nutraceutcial and Herbal industry. The industry assured the NMPB that they will provide the buy-back guarantee to the farmers / gatherers on the NMPB supported medicinal plant cultivation and collection programs.

• According to Botanical Survey of India, out of 8,000 medicinal plants 53 are put under the category of endangered, threatened or critically endangered.
• This shows India is rich in medicinal plants and biodiversity.

Schemes for Medicinal Plants

• The National AYUSH Mission called NAM and the Central Sector Scheme for Conservation, Development and Sustainable Management of Medicinal Plants was launched by GoI.

E-CHARAK

• The GoI launched the E-CHARAK platform for better access to information about medicinal plants.
• The platform was developed by National Medicinal Plants Board and CDAC.
• It serves as a market place for medicinal plants.

National Gene Bank

• In August 2020, the Indian Council of Agricultural Research and National Medicinal Plants Board entered in to an agreement to conserve medicinal and aromatic plant genetic resources.
• Under this initiative, conservation of genes of aromatic and medicinal plants are to be done at National Gene Bank.
