The concept of development of panchayats will be completed in three phases
- In the first phase– gap analysis of basic services in health, water access, anganwadi centres, education and panchayats is to be done.
- In the second phase – one month after the first phase, the institution will submit a report. Then ideas will be sought from different districts, local MLAs, chiefs as to how to fill those shortcomings.
- Third phase – KILA’s service will be taken outlining the requirements to make self-reliant.
Functions of KILA
- KILA will build the capacity of elected representatives and government officials of Panchayati Raj Institutions through workshops.
- Will train master trainers in the state.
- Exposure visits will be organized in Kerala to showcase the local governance.
- Develop training modules on issues related to decentralization and development.
- Will develop the revenue source of Panchayats.
- After the completion of the said work, there will be ISO certification of the services of these Panchayats.
