¨     Ladakh is under discussion for constitutional safeguards under Article 371 of the Constitution of India.

¨     The Ministry of Home Affairs (MHA) held a sub-committee meeting on 22 May 2026 with representatives of the Ladakh Apex Body and the Kargil Democratic Alliance.

¨     Article 371 is part of Part XXI of the Constitution of India.

¨     Part XXI deals with Temporary, Transitional, and Special Provisions.

¨     Article 371 and its related provisions provide special constitutional arrangements for certain States and regions.

¨     These provisions mainly relate to land rights, employment, culture, and administrative matters.

¨     The meeting discussed a customised Union Territory-level elected body for Ladakh.

¨     The proposed body would have legislative, executive, and financial powers.

¨     The Centre also discussed constitutional safeguards and a governance structure in which the bureaucracy remains accountable to the political executive.

¨     Article 371A applies to Nagaland and provides special provisions for religious and social practices, customary law, and ownership of land and natural resources.

¨     Article 371F applies to Sikkim and provides special constitutional arrangements after its merger with India in 1975.

¨  Article 371G applies to Mizoram and protects customary law, social practices, and ownership of land and resources.

¨     The Sixth Schedule of the Constitution provides for Autonomous District Councils (ADCs) in tribal areas of Assam, Meghalaya, Tripura, and Mizoram.
