Economic Survey 2025-26: Chhattisgarh's GSDP close to ₹6.31 lakh crore

The Chhattisgarh Economic Survey 2025–26 was presented by Finance Minister O.P. Choudhary in the State Assembly on February 23, 2026. It highlights a strong and favourable economy, outperforming the national average on the back of broad-based regional growth, and presents a vision to double the state's gross domestic product (GSDP) to ₹10 lakh crore by 2028.

Macroeconomic Outlook

¨     Real GSDP growth: Estimated to grow at a rate of 8.11% at constant prices (2011–12) to reach ₹3,58,293 crore.

¨  Nominal GSDP growth: Estimated to reach ₹6.31 lakh crore at current prices, reaching 11.57%.

¨     Per Capita Income (PCI): Expected to reach ₹1,79,244, representing a growth of 10.07% over the previous year (₹1,62,848).

Fiscal Indicators and Management

¨     Fiscal Deficit: Targeted at 2.97% of GSDP (₹18,900 crore), which is within the 3% limit of the FRBM Act.

¨ Revenue Surplus: Estimated at ₹2,804 crore (0.4% of GSDP), representing a significant improvement from the previous year's deficit.

¨    Capital Expenditure (Capex): ₹26,341 crore allocated (16% of the total budget and 4.14% of GSDP), with priority given to long-term asset creation.

¨     Debt-GSDP ratio: The state aims to reduce outstanding debt to 24% of GSDP by 2027–28.

Sectoral Performance

Sectoral Contribution to GSDP (Current Prices):

1. Agriculture: 20.64%

2. Industry: 46.59% (Major Contributions Due to Mining and Manufacturing)

3. Services Sector: 32.77%

Agriculture and Allied Activities: Chhattisgarh remains a predominantly agriculture-based economy with a growth rate of 7.49%. The agricultural sector has performed strongly due to higher production, irrigation support, and technology adoption.

Expansion of allied sectors has increased rural incomes and created new employment opportunities beyond crop production.

Policy Context: Sustaining agricultural growth requires continued investment in water infrastructure, crop diversification, agriculture-market linkages, and value chains.

Industry: Double-digit growth in the industrial sector, with a growth rate of 7.21%, reflects increasing investment and manufacturing activity in the state.

Government initiatives to improve ease of doing business and industrial infrastructure are yielding positive results.

Strategic Impact: Industrial development strengthens the revenue base, creates employment, and accelerates structural transformation.

Services Sector: The services sector has been a key driver of growth, with a growth rate of 9.11%. Education, health, tourism, and related services have expanded significantly.

Policy Perspective: With increasing consumer demand and digital adoption, the services sector holds strong potential for sustained growth and job creation.

Infrastructure and Public Investment

¨   Expansion of irrigation networks, rural roads, and connectivity projects are key features of the state's development strategy.

¨    Focused efforts on digital infrastructure and specialized economic zones aim to attract investment and strengthen regional competitiveness.

Key Policy Initiatives and Welfare Schemes

¨     Krishak Unnati Yojana: A substantial provision of ₹10,000 crore has been made to support farmers.

¨ Mahtari Vandan Yojana: ₹5,500 crore has been allocated to provide cash assistance to married women.

¨ Infrastructure and Connectivity: Launch of the Chief Minister's Mobile Tower Scheme for remote areas and development of airports in Jagdalpur, Bilaspur, and Ambikapur.

¨ Educational Progress: Establishment of the National Institute of Fashion Technology (NIFT), six physiotherapy colleges, and development of an 'Education City' in Naya Raipur.

¨   Health: Provision of ₹1,500 crore for Shaheed Veer Narayan Singh Ayushman Health Scheme.
