Haryana Presents ₹2.23 Lakh Crore Budget for 2026-27

The Haryana government has presented a budget of ₹2.23 lakh crore for the financial year 2026-27. This budget focuses on the state's development, strengthening infrastructure, and promoting farmers, the youth, and industries. Through this budget, the government aims to accelerate economic growth and create new employment opportunities.

This represents an increase of 10.28% over the revised estimates of ₹2,02,816 crore for the year 2025-26. The budget projects a fiscal deficit of ₹40,293 crore (2.65% of GSDP). Additionally, a comprehensive roadmap has been presented, focusing on AI, agriculture, women's empowerment, industrial growth, and environmental sustainability.A total budget of ₹2,23,658.17 crore was presented for the year 2026-27, marking an increase of ₹20,841.51 crore—or 10.28%—compared to the ₹2,02,816.66 crore figure for 2025-26. Under this budget, the fiscal deficit stands at ₹40,293.17 crore (2.65% of GSDP), the revenue deficit at 0.87%, the effective revenue deficit at 0.41%, capital expenditure at 1.86%, and effective capital expenditure at 2.32%.

Haryana AI Mission 2026: Allocation of ₹474 Crore

¨     An allocation of ₹474 crore has been made for the Haryana AI Mission.

¨     100,000 youths will receive training in Artificial Intelligence. AI-based models will be integrated into departmental services.

¨     Emphasis will be placed on digital governance and innovation.

The objective of the Haryana AI Mission 2026 is to establish the state as a technology-driven economy.

Water Secure Haryana Project and Yamuna Mission

¨     The Haryana government has allocated ₹5,715 crore for the 'Water Secure Haryana' project. The aim of this project is to strengthen water security within the state and ensure the efficient management of water resources.

¨     Additionally, under the theme "Jal Hi Jeevan Hai" (Water is Life), a new mission has been launched to eliminate pollution along the 313-kilometer stretch of the Yamuna River. This initiative marks a significant step toward improving the river's cleanliness, ecological balance, and the quality of drinking water.

¨     To promote environmental sustainability, a decision has been taken to convert all government buildings and registered *Gaushalas* (cow shelters) into solar-powered complexes.

Haryana Budget 2026-27: Women-Centric Announcements

¨     In the Haryana Budget 2026-27, special priority has been accorded to women's health and employment. A 'Workplace Safety Fund' of ₹5 crore has been established to enhance women's participation in the workforce. An HPV vaccination drive will be conducted for 300,000 adolescent girls in the 14–15 age group.

¨     "Swasth Mahila, Sashakt Parivar" (Healthy Woman, Empowered Family) clinics will be established in every district and sub-divisional hospital to ensure that comprehensive healthcare services are accessible to women. The subsidy provided to employers for hiring local youth has been increased from ₹48,000 to ₹100,000 per employee per annum.

Agriculture and Farmers' Welfare Measures

¨     To strengthen the agricultural sector, a bonus of ₹2,000 per acre will be provided for pulses, oilseeds, and cotton (excluding paddy). The incentive amount for indigenous cotton varieties has been raised from ₹3,000 to ₹4,000 per acre. Certified organic farmers will receive an annual grant of ₹10,000 per acre.

¨     A three-year scheme will be implemented to conduct quality checks on 800,000 tube wells. Additionally, Farmer Producer Organizations (FPOs) and rural *Haat Mandis* (markets) will be strengthened, and the compensation provided under the Horticulture Insurance Scheme will be increased.

Power Sector Reforms: Haryana Agri Discom

¨     To enhance the efficiency of the power distribution system, the Government of Haryana has announced the formation of a third power distribution company—the Haryana Agri Discom. This new entity will cater to 5,084 agricultural feeders and serve approximately 7.12 lakh agricultural consumers.

¨     Its primary objective is to ensure a superior and uninterrupted power supply for farmers, while simultaneously fostering specialized operational efficiency within the agricultural sector. This reform is regarded as a significant step toward strengthening the power distribution infrastructure for agriculture.

Industry, Employment, and Wage Policy

¨     An Empowerment Fund amounting to ₹500 crore will be established for the revitalization of existing industrial zones. Under the "Make in Haryana" policy, a decision has been taken to discontinue the block-based classification system, thereby providing industries with greater operational flexibility.

¨     A decision regarding the proposal to raise the minimum wage from ₹11,257 to ₹15,200 per month is currently pending. Model examination centers will be established in every Legislative Assembly constituency, with the first such center targeted to become operational in Kurukshetra by December 25, 2026.
