Lok Sabha passed the
Appropriation (No. 3) Bill, 2026 by voice vote on 4 August 2026.
¨
The Bill authorises the
withdrawal of funds from the Consolidated Fund of India to meet excess
expenditure incurred on certain services during the financial year ended 31
March 2023.
¨
The Bill was introduced
by Finance Minister Nirmala Sitharaman.
¨
The Bill is currently
pending consideration in the Rajya Sabha.
¨
An Appropriation Bill is
a Money Bill under Article 114 of the Constitution of India.
¨
It authorises the
withdrawal of money from the Consolidated Fund of India to meet expenditure
voted by Parliament and expenditure charged on the Fund.
¨
The Consolidated Fund of
India is established under Article 266 of the Constitution.
¨
It consists of all
revenues received by the Government of India, loans raised by the Government,
and money received from the repayment of loans.
¨
No expenditure can be
incurred from the Consolidated Fund of India without parliamentary approval.
¨
Under Article 110 of the
Constitution, a Money Bill can be introduced only in the Lok Sabha.
¨
The Rajya Sabha may make
recommendations on a Money Bill within 14 days.
¨
The Lok Sabha is not
bound to accept the recommendations made by the Rajya Sabha.
