Nauru launched the Nauru
Economic and Climate Resilience Citizenship Program (ECRCP) on 1 January 2025.
¨
It is a citizenship-by-investment
programme linked to climate adaptation financing.
¨
The programme offers
Nauruan citizenship and a passport in return for a prescribed financial
contribution.
¨
The scheme is also
connected to relocation and infrastructure development plans in Nauru.
¨
Citizenship-by-investment
programmes provide nationality in exchange for a specified economic
contribution.
¨
Nauru’s programme is
designed to raise public revenue through citizenship and passport-related
investment.
¨
The standard contribution
for a single applicant is US$115,000.
¨
A limited-time offer
reduces the contribution to US$90,000 until 31 December 2026.
¨
Successful applicants
receive a Nauruan passport.
¨
The passport provides
visa-free or visa-on-arrival access to more than 85 destinations, including
Singapore and Hong Kong.
¨
A major objective of the
programme is to finance climate adaptation measures in Nauru.
¨
The programme aims to
support the relocation of around 90% of Nauruan families and infrastructure to
higher ground.
¨
The first phase of the
relocation plan is estimated to cost more than US$60 million.
¨
Nauru is a low-lying
Pacific island nation, making it vulnerable to the impacts of climate change.
¨
Climate adaptation
measures for such island states can include land elevation, settlement relocation,
coastal protection, and infrastructure reinforcement.
