Prime Minister Narendra Modi inaugurated India’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra, Balotra district, Rajasthan

¨     Prime Minister Narendra Modi inaugurated India’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra, Balotra district, Rajasthan on 4 July 2026.

¨     The project is a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan.

¨     The equity shareholding in the project is HPCL – 74% and Government of Rajasthan – 26%.

¨     The Pachpadra complex has been developed with an investment of more than ₹79,450 crore.

¨     The refinery has a refining capacity of 9 Million Metric Tonnes Per Annum (MMTPA).

¨     The petrochemical production capacity of the complex is 2.4 Million Metric Tonnes Per Annum (MMTPA).

¨     A greenfield project is a new industrial facility developed on undeveloped land.

¨     The complex includes a crude oil refinery and petrochemical units at a single integrated site.

¨     The petrochemical output will support industries such as plastics, polymers, and chemical processing.

¨     The project is planned to act as an anchor for a Petrochemical and Plastic Park in the region.

¨     The inauguration was earlier scheduled for 21 April 2026 but was postponed due to a fire incident in the Crude Distillation Unit (CDU) on 20 April 2026.

¨     The Crude Distillation Unit was later restored and became operational.

¨     HPCL has planned the start of petrochemical unit operations in the fourth quarter of 2026.

¨     Some petrochemical capacity is expected to become operational by November–December 2026.

¨ The project will contribute to energy security, petrochemical growth, industrial development, and employment generation in Rajasthan.
