United States imposed
sanctions on International Criminal Court (ICC) President Tomoko Akane of Japan
and Senior Trial Lawyer Abdoulaye Seye of Senegal.

The sanctions were
announced by US Secretary of State Marco Rubio.
¨
The measures were
implemented under a presidential executive order.
¨
The International
Criminal Court (ICC) is a permanent international tribunal.
¨
It was established under
the Rome Statute of 1998.
¨
The ICC has jurisdiction
over genocide, crimes against humanity, war crimes, and the crime of
aggression.
¨
Its jurisdiction
generally applies to states that are parties to the Rome Statute.
¨
The ICC can also exercise
jurisdiction over situations referred by the United Nations Security Council.
¨
The US sanctions freeze
assets of designated persons located within US jurisdiction.
¨
They also restrict access
to the US financial system.
¨
The sanctioned
individuals are also subject to entry restrictions into the United States.
¨
The US stated that the
action was linked to ICC proceedings involving officials of countries that do
not accept ICC jurisdiction, including the United States and Israel.

Israeli Prime Minister
Benjamin Netanyahu welcomed the sanctions.
¨
Netanyahu described the
ICC as a “kangaroo court.”
¨
Dutch Foreign Minister
Tom Berendsen opposed the US measures.
¨
He stated that
international tribunals should be allowed to carry out their mandates.
¨
The headquarters of the
ICC is located in The Hague, Netherlands.
