Uttarakhand was declared India’s sixth fully literate state

¨     Uttarakhand was declared India’s sixth fully literate state on 8 July 2026.

¨     The declaration was made under the National Education Policy (NEP) 2020 and the ULLAS (Understanding Lifelong Learning for All in Society) programme.

¨     According to the Union Ministry of Education, a state is considered fully literate when the adult literacy rate (15 years and above) is 95% or higher.

¨     Uttarakhand fulfilled the literacy benchmark prescribed by the Department of School Education and Literacy under the Union Ministry of Education.

¨     The state's literacy rate exceeded 98% in 2026, while it was 98.7% in 2025.

¨     Uttarakhand's literacy rate was 83.8% in 2023–24, recording an increase of 14.9 percentage points in two years.

¨     The Uttarakhand Cabinet approved the proposal on 19 June 2026.

¨     Governor Lieutenant General (Retd.) Gurmeet Singh approved the declaration on 8 July 2026.
