Agreement for Development Cooperation between NITI Aayog and JICA

NITI Aayog and the Japan International Cooperation Agency (JICA) signed the RoD for the second phase of the "Japan-India Cooperative Action for Sustainable Development Goals," aimed at promoting development interventions in the Aspirational District and Aspirational Block Programs. This initiative reflects the closeness of the India-Japan development partnership and aims to accelerate progress towards the Sustainable Development Goals (SDGs) by 2030. This cooperation specifically focuses on underdeveloped areas covered under the Aspirational District Program (ADP) and Aspirational Block Program (ABP). Officials highlighted that the project will strengthen institutional capacity and governance systems at the district and block levels.

About the Project

¨     The project is titled "Project for the Promotion of the Japan-India Cooperative Action for Sustainable Development Goals - Phase II."

¨     It aims to promote policy frameworks, implementation systems, and evidence-based governance under the Aspirational Districts Programme (ADP) and Aspirational Blocks Programme (ABP).

Significance of the Project

¨     Strengthening the India-Japan Development Partnership: This initiative further strengthens bilateral cooperation in the field of sustainable development and governance reforms.

¨     Accelerating the achievement of the Sustainable Development Goals (SDGs): It underpins India's efforts to achieve the Sustainable Development Goals (SDGs) targets by 2030, especially in backward regions.

¨     Improving grassroots governance: It enhances the efficiency of policy implementation and monitoring systems at the district and block levels.

¨     Promoting evidence-based policymaking: It encourages data-driven planning, continuous monitoring, and evaluation.

¨  Supporting inclusive growth: It helps reduce regional disparities by focusing on underdeveloped areas covered under the Aspirational Districts Programme (ADP) and Aspirational Blocks Programme (ABP).

¨     Exchange of knowledge and best practices: It facilitates the sharing of institutional learning and experiences between India and Japan through various forums and exchange programs.

Aspirational Districts Programme

¨     The Aspirational Districts Programme was launched by the Government of India in January 2018 to accelerate development in 112 underdeveloped districts across 27 states identified by NITI Aayog.

¨     The program primarily focuses on five areas—health and nutrition, education, agriculture and water resources, financial inclusion and skill development, and infrastructure.

¨     It monitors progress using 49 key performance indicators (KPIs), with the highest weightage given to health and nutrition and education (30% each).

¨     The program's strategy is based on a 3C approach—convergence of schemes, collaboration among stakeholders, and competition among districts through data-based rankings.

Aspirational Blocks Programme

¨     The Aspirational Blocks Programme was launched on January 7, 2023, under the leadership of NITI Aayog. It aims to improve development outcomes in 500 underdeveloped blocks across 27 states and four union territories.

¨     The program aims to strengthen last-mile governance and socio-economic development by improving service delivery at the block level.

¨     It monitors 40 key performance indicators (KPIs) across five sectors—health and nutrition, education, agriculture and allied services, infrastructure, and social development.

¨     Similar to the Aspirational Districts Programme (ADP), this program also follows the 3C strategy of Convergence, Collaboration, and Competition, with continuous monitoring through a digital dashboard.
