¨     Assam Cabinet, in the first meeting of Chief Minister Himanta Biswa Sarma’s second term, approved the draft of the Uniform Civil Code (UCC) Bill.

¨     The bill is scheduled to be introduced in the Assam Legislative Assembly on 26 May 2026.

¨     The Uniform Civil Code (UCC) aims to establish a common set of laws governing personal matters such as marriage, divorce, inheritance, and adoption for all citizens. It is mentioned under Article 44 of the Indian Constitution as part of the Directive Principles of State Policy.

¨     Key provisions of the Assam draft include mandatory registration of marriages and divorces, a ban on polygamy, strengthening women’s property rights, and regulations related to live-in relationships.

¨     The draft exempts tribal communities in both hill and plain areas from its scope. It also keeps customary laws, traditional practices, and religious rituals outside its jurisdiction.

¨     Assam has a unicameral legislature, where a bill becomes law only after being passed by the Legislative Assembly and receiving the Governor’s assent. The proposed bill is expected to be introduced during the budget session between 21 and 26 May 2026.
