Ministry of Rural Development Launches Pradhan Mantri Gram Sadak Yojana

The Ministry of Rural Development celebrated the Silver Jubilee (25 years) of the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Bherunda, Madhya Pradesh. On this occasion, PMGSY-IV was launched at the national level to further the goals of last-mile connectivity and rural transformation.

Pradhan Mantri Gram Sadak Yojana

¨     Launched in the year 2000, the Pradhan Mantri Gram Sadak Yojana (PMGSY) is a Centrally Sponsored Scheme aimed at providing all-weather road connectivity to rural habitations that previously lacked road access. It is considered a key instrument for poverty alleviation and rural economic integration.

¨     Funding Pattern: The fund-sharing ratio between the Centre and the States is generally 60:40 for plain areas, while for the North-Eastern States, Himalayan States, and Union Territories, it is 90:10.

Three-Tier Quality Control

¨     First Tier: Regular quality control is conducted by the State Implementing Agency.

¨     Second Tier: Independent monitoring is carried out by State Quality Monitors (SQMs).

¨     Third Tier: Monitoring is conducted by independent National Quality Monitors (NQMs) appointed by the National Rural Infrastructure Development Agency (NRIDA). All progress and quality assessments are monitored in real-time through the Online Management, Monitoring, and Accounting System (OMMAS).

Evolution of the Scheme

¨     Phase-I (2000): This flagship initiative was launched with the objective of providing all-weather road connectivity to rural habitations that were previously deprived of road access.

¨     Phase-II (2013): This phase focused on the upgradation and strengthening of existing roads to improve transport efficiency between rural markets and service centers.

¨     RCPLWEA (2016): The Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) is a targeted sub-scheme being implemented to provide road connectivity in 44 districts affected by Left Wing Extremism (LWE).It has a dual objective: to strengthen the mobility of security forces and to promote socio-economic development in deprived areas.

¨     Phase-III (2019): This phase focused on the upgradation of 125,000 kilometers of "Through Routes" to connect habitations with Gramin Agricultural Markets (GrAMs), hospitals, and senior secondary schools.

¨     By December 2025, 83% (101,623 km) of this target had been achieved.Under this scheme, the completion deadline for the construction of roads and bridges in plain areas, as well as roads in hilly areas, has been extended to March 2028; whereas for bridges in hilly areas, this deadline has been set for March 2029.

PMGSY Phase-IV (2024-2029)

¨     Phase-IV (2024–25 to 2028–29): The objective of this phase is to provide all-weather road connectivity to 25,000 unconnected rural habitations across India.

¨     This phase proposes the construction of a total of 62,500 kilometers of rural roads, for which a total financial outlay of ₹70,125 crore has been allocated.

¨     This scheme covers unconnected habitations based on the population norms of the 2011 Census. Under this initiative, coverage extends to habitations with a population of 500 or more in plain areas; habitations with a population of 250 or more in the North-Eastern and Himalayan states/Union Territories; and habitations located in special category areas—such as Scheduled Tribal (Schedule V) areas, Aspirational Districts/Blocks, and desert regions.

¨     Coordination with Tribal Schemes: PMGSY-IV is intricately linked with the Dharti Aaba Tribal Village Upliftment Campaign and PM-JANMAN to prioritize connectivity for tribal populations.

¨     Mandatory Green Technology: There is a strict mandate to utilize "green technologies"—such as waste plastic, cell-filled concrete, fly ash, and cold mix techniques—to reduce the carbon footprint, particularly in fragile ecosystems like the Himalayas.

¨     Digital Integration and PM Gati Shakti: The alignment of roads is being mapped using the new PMGSY Village Road Survey App and the PM Gati Shakti portal; this ensures the generation of data-driven, Detailed Project Reports (DPRs) and prevents the duplication of infrastructure.
