Quad Foreign Ministers’ Meeting in New
Delhi: Key Initiatives on Indo-Pacific Cooperation
S. Jaishankar chaired the Quad Foreign Ministers’
Meeting in New Delhi, where key initiatives were unveiled by Quad countries on
maritime security, critical minerals, energy security, resilient
infrastructure, and Indo-Pacific cooperation.
Key Outcomes of the Meeting
¨
The Quad nations agreed
to strengthen maritime security through the Indo-Pacific Maritime Surveillance
Collaboration (IPMSC) and the development of a Common Operational Picture (COP)
under the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA).
¨
The countries finalized
the Quad Critical Minerals Framework to coordinate investment, mining,
processing, recycling, and resilient supply chains for critical minerals.
¨
India and the United
States also signed the India-US Critical Minerals Framework.
¨
The Quad launched the
Quad Initiative on Indo-Pacific Energy Security to enhance cooperation in
energy technology, resilient supply chains, policy coordination, market
analysis, and emergency response exercises.
¨
The member countries
reaffirmed commitment to freedom of navigation, uninterrupted maritime
commerce, and adherence to international law, especially UNCLOS, in key sea
lanes such as the Strait of Hormuz and the Red Sea.

The Quad announced the
“Quad Ports of the Future Partnership” and agreed to collaborate with Fiji on a
pilot port infrastructure project aimed at strengthening trusted and resilient
connectivity in the Indo-Pacific.

The countries emphasized
the strategic importance of secure undersea cable networks and pledged
continued cooperation under the Quad Partnership for Cable Connectivity and
Resilience to strengthen digital infrastructure across the Indo-Pacific.

The Quad strongly
condemned terrorism in all forms, including the Pahalgam terrorist attack in
India, and reiterated its commitment to counter-terrorism cooperation, maritime
security, cyber security, humanitarian assistance, and disaster relief
coordination.
About the Quad

The Quadrilateral
Security Dialogue (QSD), commonly known as the Quad, is an informal strategic
forum comprising four nations: the United States, India, Australia, and Japan.
¨
The Quad originated
during the 2004 Indian Ocean tsunami when the four countries coordinated
humanitarian assistance and disaster relief operations.
¨
The first formal meeting
of Quad officials was held in 2007 on the sidelines of the ASEAN Regional Forum
in the Philippines. After a gap of nearly a decade, the grouping was revived in
2017.
¨
Its primary goal is to
promote a free, open, prosperous, and inclusive Indo-Pacific region.
¨
It lacks a secretariat
and a permanent decision-making body.

additional partners, known as “Quad Plus,” potentially involving countries like
South Korea, New Zealand, and Vietnam.

Major Quad Initiatives:
¨
Indo-Pacific Partnership
for Maritime Domain Awareness (IPMDA): Launched in 2022 to provide
satellite-based maritime tracking data to Indo-Pacific countries for monitoring
illegal fishing, trafficking, and unlawful maritime activities.
Quad Foreign Ministers’ Meetin
¨ The Quad Foreign Ministers’ Meeting is an annual ministerial-level engagement involving the foreign ministers of the four Quad countries to discuss regional and global strategic developments and advance practical cooperation in the Indo-Pacific.
