History of World Refugee Day

¨     Background:World Refugee Day was first observed on 20 June 2001 to commemorate the 50th anniversary of the 1951 Convention Relating to the Status of Refugees.

¨     1951 Refugee Convention and the 1967 Protocol:The 1951 Refugee Convention and its 1967 Protocol are the principal international legal instruments for the protection of refugees.They ensure that refugees receive at least the same treatment as other foreign nationals, and in many cases, treatment comparable to that given to citizens of the host country.The Convention not only defines the rights of refugees but also outlines their responsibilities toward the host country, creating a balanced legal framework of protection and responsibility.

¨     Principle of Non-Refoulement:A fundamental principle of the 1951 Refugee Convention is non-refoulement, which prohibits returning refugees to a country where their life or freedom would be threatened.The only exceptions are when a refugee poses a serious threat to national security or has been convicted of a particularly serious crime.
