Bihar launched the
Traffic Challan One-Time Settlement Scheme, 2026 through a gazette notification
issued on 30 April 2026.
¨
The scheme provides up to
50 percent relief on pending traffic e-challans.
¨
It will remain
operational during the financial year 2026-27.
¨
The scheme was approved
by the Bihar Cabinet.
¨
It applies to e-challans
pending for more than 90 days.
¨
Different official
references mention the closing date as either 31 March 2025 or 31 March 2026.
¨
The scheme became
effective on 9 May 2026, the day of the National Lok Adalat.
¨
Violations covered under
the scheme include not wearing helmets, not using seat belts, and driving
without insurance.
¨
Serious violations such
as using mobile phones while driving and dangerous driving under Section 184 of
the Motor Vehicles Act, 1988 are excluded from the scheme.

Full penalties will
continue to apply for these serious offences.
¨
Patna High Court issued
directions on 8 May 2026 for the National Lok Adalat scheduled on 9 May 2026.
¨ The directions included accessible settlement venues, online payment facilities, and adequate security arrangements
¨ Registered vehicle owners were also instructed to be informed through mobile numbers within two days.
