two major projects with a combined outlay of ₹32,701 crore.

The package includes the
GOBARdhan National Circular Bioenergy Scheme and a four-lane access-controlled
highway project in Assam.

The GOBARdhan National
Circular Bioenergy Scheme has been allocated ₹23,731 crore.
¨
The scheme will be
implemented over 10 years, from 2026–27 to 2035–36.
¨
The scheme will be
administered by the Ministry of Petroleum and Natural Gas.
¨
GOBARdhan stands for
Galvanising Organic Bio-Agro Resources Dhan.
¨
The scheme aims to
promote domestic production of Compressed Biogas (CBG).
¨
It will utilise cattle
dung, agricultural residues and other organic waste for bioenergy production.
¨
The scheme provides a
fixed procurement price of ₹2,110 per MMBTU for compressed biogas.
¨
It provides capital
assistance of up to ₹2 crore per tonne-per-day capacity.
¨
The Cabinet has approved
an 85% credit guarantee for eligible loans to Micro, Small and Medium
Enterprises (MSMEs) under the scheme.
¨
Domestic compressed
biogas production is projected to increase by nearly 10 times from the current
level.
¨
The scheme is expected to
generate more than 1.5 lakh jobs.
¨
It is projected to save
over ₹40,000 crore in foreign exchange by reducing dependence on imported
Liquefied Natural Gas (LNG).

For Assam, the Cabinet
approved ₹8,970.20 crore for a 135.87-km four-lane access-controlled highway.
¨
The highway will be
developed along National Highway-15.
¨
The corridor will connect
Baihata Chariali near Guwahati with Tezpur.
¨
The project will include
five bypasses, 15 major bridges and an elephant underpass.
¨
A 4.9-km emergency
landing facility will also be developed on the Tezpur Bypass.
¨
The emergency landing
facility will be developed in coordination with the Indian Air Force.
